NOTICE OF RFP SOLICITATION
Nushagak Electric & Telephone Cooperative, Inc.

Nushagak Electric & Telephone Cooperative, Inc. (NETC) in Dillingham, Alaska is soliciting proposals for a comprehensive study of the Dillingham Area Hydropower Project. This project is a two site ( Lake Elva and Grant Lake) 4.2 megawatt linked facility using stored water in elevated reservoirs.

The study must include but is not limited to financial variables and feasibility analysis, technical performance projections, engineering and design, scope of work, and intertie routing(cost and acceptability determinations) analysis as well as a proposed construction schedule. The delivered product is expected to be construction ready and acceptable for third party bidding upon a determination to implement the project.

This project was first engineered and designed in 1980 by Robert W. Retherford Associates in a Reconnaissance Study done for the Alaska Power Authority and a Detailed Feasibility Analysis was completed by R.W. Beck and Associates, Inc. in 1981. That information is available upon request from NETC.

TILLAMOOK INTERGOVERNMENTAL DEVELOPMENT ENTITY
HYDROKINETIC ENERGY PROJECT
REQUEST FOR PROPOSALS

Notice is hereby given that Tillamook Intergovernmental Development Entity (“TIDE”) is seeking proposals from qualified firms to design, construct, operate and maintain hydrokinetic energy facilities within one (1) or more of six (6) designated areas of the territorial sea off Tillamook County, Oregon for which TIDE expects to hold a Federal Energy Regulatory Commission (“FERC”) preliminary permit.

TIDE is an Oregon Revised Statutes Chapter 190 Intergovernmental Entity comprised of Tillamook County and Tillamook People's Utility District (“TPUD”). TIDE filed its application for a preliminary permit (FERC Docket P-13047) with FERC on October 1, 2007. This permit was publicly noticed on January 24, 2008, and TIDE anticipates approval of its preliminary permit in 2008. TIDE wants to negotiate an agreement with one or more successful proposers under the terms and conditions described in the RFP document.

The RFP documents are available from the TIDE and TPUD offices located at 1115 Pacific Avenue, Tillamook, Oregon, 97141, Monday through Friday between 8:00 a.m. and 5:00 p.m., Pacific Prevailing Time, or by calling (503) 842-2535.

Proposals will be received and accepted until 5:00 p.m., Pacific Prevailing Time, on Monday, June 2, 2008 (“Closing Time”), by Pat Ashby, TIDE President, at the address listed above. Proposals submitted by e-mail or facsimile will not be accepted. Proposals that are received after the Closing Time, regardless of postmark, will not be accepted for any reason and will be returned to the addressee unopened.
